Slovenia Leads in Cryptocurrency Per Capita

Ljubljana, the capital of the European country of Slovenia, has now officially become the number one city in the Multipolitan Crypto-Friendly Cities Index, beating out established global financial hubs and emerging blockchain hubs. The city’s top ranking is believed to be a result of Ljubljana’s strong digital asset ecosystem, clear legal regulations, and widespread acceptance of cryptocurrency payments.

Ljubljana’s rise as a crypto hub is due to the intensive adoption of blockchain and decentralized finance (DeFi) technologies, according to the Multipolitan Crypto Report 2025. Home to the non-profit Blockchain Alliance Europe, Ljubljana actively encourages innovation and embraces virtual assets, with many local retail businesses using cryptocurrency transactions.

Ljubljana outpaced Hong Kong in second place, followed by Zurich, Singapore, and Abu Dhabi. The cities are ranked in the report based on regulatory frameworks, tax policies, digital infrastructure development, and wealth concentration.

Slovenia also currently leads in crypto assets per capita, with the average digital asset owner owning $240,500 worth of cryptocurrency. It is followed by Cyprus and Hong Kong, where the average digital assets of cryptocurrency owners are equivalent to $175,000 and $97,500, respectively.

It is worth mentioning that the co-founder and CEO of the Multipolitan ranking, Nirbhay Handa, draws attention to the growing trend of people choosing their own desired citizenship.

“We are moving from inheritance to choice, with people choosing the jurisdictions, currencies, and communities that are most suitable for them,” he added.

Additionally, the aforementioned Multipolitan Crypto Report 2025 notes that countries such as the United Arab Emirates are attracting high-net-worth cryptocurrency holders with the opportunity to obtain tax-neutral UAE residency. Dubai’s Golden Visa program, which provides ten-year residency for a digital investment equivalent to $544,500, has generated significant interest from crypto investors.

Ljubljana’s dominance in the crypto world justifies its status as an innovative city open to the trends of digital progress. With reliable legislation and a steadily developing blockchain sector, Slovenia is set to become one of the main leaders in the cryptocurrency and decentralized finance industry in the coming years.
